Sinclair stuttering

This only happens with Sinclair, any other character is fine. Fresh install, verified game cache, CPU and storage usage are fine. Ping doesn't spike and FPS doesn't drop. Tried different mice at different polling rates, wired and wireless.

I thought it was something in the build too until I watched some videos of people playing him. They had arcane surge but didn't have this, so that's why I'm a bit confused
