Just tested it out in the sandbox, if you take Victor ult with max sinclair ult you keep the buff for however long the victors cooldown is
Sinclair keeps Victor t3 ult buff for victors ult CD

Not a bug that it stays after the Sinclairs CD is over? You can grab another ult and use it and keep the victor t3 ult buff.
