[Sinclair] Add the Ultimate voicelines back & add a spotlight effect to their Ultimate!

The Sinclairs have unused ultimate voicelines, and I think adding those along with a spotlight effect for when they steal an ability would add a lot to them

i like the spotlights idea! could just be me, but i can never truly tell whenever sinclair has used ult unless im REALLY paying attention to just sinclair; i think the spotlights would help with that too! very good visual clarity

Bonus: When you deal damage with the ult there should be clapping/cheering sound effects (I think there is some when you actually use it but it's hard to hear because ults are loud).
