Simple item idea "Mobius Clip"

I thought it would be cool if there was an item similar to Active Reload, but its more of a spare magazine with a worse cooldown than Active Reload. It would probably be preferred over Active Reload for burst damage characters, where active reload is preferred for giving better stat bonuses and more sustained combat abilities.

I didn't provide additional stats, as I guess they aren't as important when this is a demonstration of the big idea, but as implied before I imagine they would be different and probably worse than Active Reload.

Edit: also it is 500 souls because that is just the default for deadmock
