Not 100% sure if this is meant to convey that it was previously considered a movement ability and is no longer, or the other way around. Assuming that Tail Whack is not meant to be considered a movement ability, then this bug report is about Tail Whack being unusable while immobilized. In the instance I noticed this, I was immobilized by Warden's Binding Word

As seen in the clip provided, while immobilized by Binding Word, I was unable to use Tail Whack, even attempting to use it while immobilized to see if this was just a graphical issue. Apologies if I misunderstood the intention of the patch note, and Tail Whack is meant to be a movement ability!
