Silver ult is broken, doesn't charge up

Playing first Silver game, my ult doesn't charge up or unlock at all. It only unlocked once when I upgraded to T2. MatchID 54626859

Just to be sure, I was looking at my replay and I found some moments where the ult was supposed to unlock and it didn't.

Here's what the charge looks like. At the very end of the game it does unlock but takes about a second after it's fully charged.
If this delay is intentional then it should be better communicated.

Here's a video, you can clearly see that the ult should be charged on my second shot on Warden, but I keep shooting and puching him and it still doesn't charge up.

Upon further testing, looks like damage on barriers doesn't count for the ult. I guess that's intentional but I wish it was better explained in the ability tooltip. Also the tooltip doesn't say that it doesn't charge on damage on NPCs.
