Silencer + Debuff Remover + Siphon Bullets

Normally when Siphon Bullets expires your max and current health are returned to you.
If you have specifically Silencer and Debuff Remover in combination when Siphon Bullets expires, you will not have any health returned to you.
Having either one alone will preserve expected behaviour.

Recreating the bug:
Have any character with siphon bullets shoot any character with a silencer and debuff remover.
As stacks are applied the debuff will expire increasing fast.
Once expired, the expected health returned siphon bullets will not be returned.

I noticed in the previous patch that using DR with a Silencer would heal for a lot less than just DR. Checking this in the recent patch has shown that it has worsened since additionally Silencer and DR now cause the debuff to expire faster each time it is reapplied such that it will expire faster than it can be reapplied after 4 or 5 stacks. Combine these two issues and we observe that the Siphon bullets buff/debuff will expire very quickly while all the health loss from siphon bullets is not returned.
