This happens when in Sandbox mode with Silence Glyph and No Cooldown enabled.
If the silence Glyph doesn't hit a target, the cooldown is set to the default 24 seconds instead of the expected 2 seconds when using no cooldown.
If no cooldown is disabled during this 24 second cooldown, the cooldown is instead set to a value between 285 and 0, depending on how far the 24 second cooldown had progressed before disabling no cooldown.
