Shiv's Killing Blow is not castable with hero-specific hotkeys

To reproduce:

1. Enter Sandbox as Shiv
2. Enable hero-specific hotkeys from the Settings menu
3. Try casting Killing Blow, it does not work anymore

In the below screenshot, you can see that the confirmation marker for Killing Blow is also missing:


Killing Blow works as expected with hero-specific hotkeys disabled.
