Shiv rage sound stuck in the loop for the whole game

Sound of the rage exist full game and every game on Shiv. At least I call it rage sound, but I cannot recall from what it is actually.
I did not try restarting the game, but this sound makes me go crazy.
You have a small clip of what I hear for the whole game, multiple games. It is kinda silent, but you can hear it. Match ID 23057922. I am not sure if you can hear it on the demo.

As a temporary work around, seeing as the console command to flush audio channels, and the console command to stop sounds are both marked as cheats:
death replay causes the audio engine to reload thus fixing this bug.
