I'm not sure if this has been reported, or if it's intentional, I'm also not super sure where I'm supposed to post this as I'm new to the forums.
If Shiv is being effected by Bloodletting, he cannot sprint until the DoT finishes. To me this makes his movement feel sometimes inconsistent.
I'm pretty sure based off what I could test that the bloodletting damage was also attributing the damage to heroes or NPCs depending on what damaged him.
That means taking hero damage incurs 17s of no sprinting due to bloodletting, or 12.5s if it's a creep.
Although creeps damage seemed inconsistent, possible that "out-regenning" the bloodletting ticks makes the game think you're not taking damage, and due to them doing so little combined with how quick you can sprint after taking NPC damage it was difficult to test accurately.
I saw that the serrated knives DoT also stops him sprinting, I know this happens with some other DoTs so I guess it's intentional, but I thought I'd point it out as it may not be.
Attached a testing video to show as well.
