Shiv alt fire w/ Ricochet will instantly proc Toxic Bullets and Silencer

To reproduce:

1. Buy Ricochet on Shiv
2. Buy Toxic Bullets or Silencer (both behave the same)
3. Right click one person in a group of 3
4. The primary target will build up the effect as normal, but one or both of the ricochet targets will get a full build up in one shot
