The Shieldsteal stat functions similar to Spirit / Bullet Lifesteal, but instead of converting enemy health into self-heal it converts target shields into personal-shields. It provides a niche no item besides Veil Walker provides: a means of replenishing shields faster, especially in early game where shields are most valuable (Importantly, this is a time where Veil Walker is no longer a viable purchase!)

This item combines both damage types into one item, unlike its Lifesteal counterparts, since shields are more important in the early game and less important in the lategame. Individually it would not be worth investing in two item slots for shieldsteal in the lategame. So it should be a single item with low cost, so that it can be used during a part of the match where slots are conservative and shields are invaluable.
 
Now that I think about it, the item should also have a utility where the player does not have shields from any other item. So here's a passive:

+100 Bonus Health​
Passive (50s): Siphon up to 125 temp-shield by dealing damage. The shield type siphoned correlates with the type of damage that was dealt. (For example, if you deal 80 Bullet and 200 Spirit damage, you will generate 80 Bullet Shield and 45 Spirit Shield.
