Seven's Static Charge is triggered prematurely in online games

This causes abilities and item usage to be rolled back and lag compensated in a scenario where lag compensation should not be occurring at all. For example, you can try to parry right before the Static Charge stuns you, and it will cause the attacking enemy to be parried, even though you were already stunned, but if you do it too late, the client displays your parry shield and shows you a parry cooldown icon, yet the enemy can still hit you.
For example, first frame of parry:

Unless the issue is the other way around? Parry is not lag compensated leading to the attacker being favored? But that hardly makes sense either...
The downloaded replay does not show the parry at all. So it hasn't gone through for one reason or another. But in so far I don't see any other timed ability behave in the same way.
