Seven Static Charge Hits Teammates While Intangible From Dynamo Quantum Entanglement

Easily reproducible and requires no additional upgrades or items. To reproduce, Seven uses Static Charge on a Dynamo (or teammate) who is about to be Quantum Entangled. Anybody nearby the Quantum Entanglement is then hit with an invisible Static Charge.

Just posted about this. Has this always been a thing? I swear in the last couple months it wasn't doing this, and then this most recent patch it began.
