Sandbox - Unable to choose character from ALT menu.

I discovered a UI glitch with the ALT menu during a Sandbox game. If you spawn too many enemies and allies the top of the ALT menu would become unresponsive causing you to be unable to choose a hero, however you can still change the hero from the ESC menu

Just saw that user @Plooki has shared the same issue, it looks like the language of the game also contributes to this as in his case 4 of the buttons were blocked.
