Rubberbanding, Unexplainable Lag

Not sure what's causing this, but for the past couple of patches I will fairly frequently have my ping bounce from where it normally is (20-30) to 200-300ms, creating a lot of stuttering/rubberbanding and generally making it unplayable. It's not my internet (I've checked) and this is the only game this happens with. I have a fairly high end pc and I don't run the settings high, so I don't know what could be causing the issue. If anyone has any suggestions it'd be greatly appreciated.

Yeah, my pc is brand new, only a couple months old and I've stopped playing because I have this same issue. I've messed with every single setting. My friends don't have this issue, only I do. I have good internet, good pc, and play online games without any issues except this one.
