New PC, Good internet, Red Dot & Rubberbanding

I've had to stop playing because I get a red dot consistently every 10 seconds. I've messed with game settings, I've checked my internet, my PC is only a couple months old. I play other online video games with zero issues, just this one.

It's unplayable and I'll keep checking in, but this is a terrible experience. I didn't have this issue until a couple weeks ago. My friends don't have this issue..
