Rubberbanding and stutters even with low ping and stable fps

Exactly as the title says. Both in pvp and pve bot matches im having this problem. I restarted the game to try and fix it only to be banned from matchmaking for an hour and put in low priority. I went through and sent 100 pings to the steam store in my PC's command console and had an average of 35 ms ping and 0% packet loss. In game i have in pvp matches about 70-80 ms ping and in bot matches i have about 35-40 ping. Despite this, i still cannot play due to the near constant stuttering.

Before the patch i had this issue in one match too, and my ping would shoot up to 1500+ ms, but now i have stable ping however the issue remains.

Rubberbanding and stuttering these days (for the past 10 years now that everyone is on fiber optics) are almost always network related issue originating from lack of processing power power or link contention.
Those issues will subside and there's certainly nothing wrong at your end.
