Rubber bullets: Item to apply tiny amounts of knockback per hit

Tier 3 item:

+20% fire rate
+10% ammo
30% chance on hit to knock back enemies hit by 5 to 2 metres depending on range from target

The idea is to be able to spam shots to move an ulting hero who is required to be still out of position to grief their ults or knock a hero who is chasing you away from you so you can escape
 
Is this an active item? Cause if not then it would be way too op, moreover you should also add CD after each knockback for example 3 sec, otherwise ppl would just buy this item, build themselves into fire rate and just don’t let you play the game.
 
I can't really visualise the distance in this game yet so maybe the distance/chance is too high.


I think its better as passive so it has the natural drawback of sometimes pushing enemies away when you want them to be closer like if you are chasing them which makes the item situational

I feel if the item is meant to be situational then that's more evidence you want it to be active, that way you can use it in the right situations, rather than roll the dice all the time. I would never buy this if it were passive, because my teammates would probably get upset at me for messing up the enemy's position during critical moments. And if I just choose not to shoot, then...well, I'm not dealing damage.

Additionally, to me this seems like an active item that would launch a large unique projectile that has the knockback properties you're looking for. Imagine Force Staff from Dota 2, in the form of a projectile. Otherwise, I feel that tying knockback to every hero's unique type of weapon firing is going to range from not effective to being a nightmare to deal with.

Cool idea though, I like it!
