New York's postal system during the early 1900's relied heavily on a complicated system of pneumatic tubes. The workers who maintained and operated this system were called, "rocketeers".
Jack "Rocketeer" Costa grew up in central park as an orphan newsie, happily running scams until a run in with Warden. Turning a new page with Warden's guidance, Jack joined the postal service to help maintain and dispatch mail through New York's pneumatic tube system.
