The idea is that it would obviously be strong for weapon carries, so I don't think giving the item weapon carry stats would be good, which means we can give it spirit power and have it be a more in-between/universal item.
I also think it could make for some really cool movement interactions through the velocity gain and momentum refresh, possibly creating entirely new movement tech, since the game does kind of feel lacking in this regard currently.
