An item that encourages more frequent teleporter use. Sort of a sidegrade to Veil Walker.

Faster teleporters is so niche imo that it shouldn't be a 3k item, but the idea is super cool and interesting.
This is very in-line with Veil Walker, taking advantage of static objects in the map for buffs and such, so you should take that into account when making this item.
Veil Walker being 3k works because there's a lot of veils on the map that you can use, in comparison the teleporters are super sparse and hard to use well because of their position.
I think therefore the 6 second duration is not great at all since you don't really get enough time to get out the subway and do anything of value.
What I assume is that you want this item to be like an escape option since the stats given to it would aid in evasion but I think with teleporters it's really hard to use well.
I instead want to suggest that the item provides you with a long lasting buff for the lane you teleported in (Big point to using teleporters other than evasion), which would help with pushing lanes and would turn teleporters into more of an offensive tool.
