[Inspired by TF2's Soldier and FFXIV's Machinist]
Gun: Patriot's Act - At a low fire-rate, shoots a bullet which does 1/3 weapon damage and sticks to enemies and terrain. A split second later, beams are fired from 1m to Rick's left and right at the bullet's location, each dealing a remaining 1/3 damage.
Primary: Drill Rocket - Starts with 1 charge. Fires a piercing drill projectile dealing moderate-high spirit damage. On collision with terrain, explodes into shrapnel in a moderate area, which can deal self-damage.
Secondary: Jump Jets - Rick activates his rocket boots, giving the player a limited amount of fuel to spend on aerial acceleration. If used while grounded, Rick spends some fuel to execute a blast jump, sending him upwards and forwards and dealing damage in a small area.
Tertiary: Chain Launcher - Three chain-tailed rockets are launched upwards, then rapidly home in on the target. [Think Air Anchor] Each one applies small spirit damage and a slow, and if all three connect, the target is rooted. The target is warned of the incoming rockets with a reticle on their character.
Ultimate: The Rack - Rick unloads a barrage of many unguided rockets with significant spread but sizable blast radii. These rockets deal self-damage if Rick gets caught in them.
--------------------------------------------------------------------------------------------
As I imagine him, Rick is most comparable to Lash, sporting burst mobility and nuke damage, and requiring open spaces and high ground to ensure his attacks connect and to avoid taking self-damage from his drills. However, mechanically he plays very differently, more like Vindicta or Talon, and he should attract a different playerbase as a result:

However, mechanically he plays very differently, more like Vindicta or Talon, and he should attract a different playerbase as a result:
- Firing his gun from behind half-cover won't give you the full damage, encouraging you to take high ground early.
- Drill Rockets should be fired from above your target whenever possible to pierce through them and hit the ground beneath them, dealing damage twice.
- Jump Jets should sit somewhere between Lash and Vindicta in terms of burst vs. sustained vertical movement.
- Chain Launcher punishes players who stand out in the open by allowing you to get a full set of drills off on them, but can be avoided by hiding behind even small pieces of cover. It should therefore stand in nice contrast to Warden's Binding Word.
- The ult gives him utility in a teamfight and also an extremely powerful (if extremely dangerous!!) defensive measure if he's ambushed. The most straightforward way to play him should be: Chain -> Jump -> Spam drills on the rooted enemy -> Profit.
