3000 soul upgrade to return fire that makes it negate lifesteal from damage received. 100% Lifesteal reduction on both Bullet and Spirit. Also increases the damage to 100% bullet and 50% spirit.

Well, yes, but this is a 3000 upgrade to it. So a 4250 soul item. It's a much more reasonable active for a tier 3.5 item to have.
