I know the debate on if Rebuttal needed an upgrade has long been a hot topic, but I do think at this point that Rebuttal feels a great deal like the "Rusted Barrel" of melee counter items and it feels weird that there is no hard counter to using melee attacks. As such, I worked up Retort, an item EXPRESSLY designed to shut down Melee heroes for a short while.
This item has Rebuttal's passive effects, a bit extra HP and Melee resist, and ALSO gives you the active which applies a new status effect; Off-guard. Off-guard prevents enemies from performing ANY kind of melee attack or using an ability that does Melee damage. This includes things like Uppercut, Bashdown, and Leaping Slash (among others). In addition, it prevents your target from Parrying, leaving them a sitting duck if they charge into melee without a Debuff Remover.
The cost is comparable to Debuff Remover, but it should work well to be able to shut down enemies who so heavily rely on their punches, specifically doing things like spamming light melee attacks. The cooldown and duration are directly equal to Disarming Hex, as I feel this fits well in the same space.
