Report revoked for rightfully reporting? (1st report)

First report i did after having my reporting enabled back, it was rightfully reported for voice/text abuse, i instantly get reporting revoked. How does that make any sense? If it was for something else like rage reporting a griefer, i could understand but for someone spewing shit?
Eu server, full of ruzzians btw.
Dota spiraled out of control the first few years with this exact same issue, people had to compromise on ping and queue a different region. Have a language filter when queuing, like in dota (not like that does anything, but i like to think that it does).
