Replay decompression doesn't work for other languages than english

It seems replays can't decompress properly for languages other than english.
I get the #citadel_replay_manager_error_partial_decompression_failure error while trying to download a replay, the partial file goes into steamapps\common\Deadlock\game\citadel_[my actual language]\replays.
When changing to english with the -language english launch flag, replay goes into steamapps\common\Deadlock\game\citadel\replays and decompress fine.

I have the same issue in german, still doesn't work :/ (I have NO mods, clean install)

However issue seems really weird because solution number 2 from this post fixes it:

"Go to citadel/addons/replays folder, right click on the partial replay file you want to view, open in WinRAR. Drag the resulting .dem file to the same replays directory. Then refresh the menu in-game by clicking on any other replay, then back on the one you just decompressed. (Or just restart the game.) Should be able to watch it now."
