Rem's Tag Along can be cancelled using Cancel Abilities setting

The last few times I played Rem I was getting frustrated because my Tag Along just failed during the startup sometimes. I realized today that it was caused by the "Cancel abilities with ability key" setting with instant cast. Now that I have disabled it, the bug never happens.

Example: In match 64927840, my first usage of Tag Along at 1:54 fails, with my lane partner almost dying as a result.

To reproduce:
Enable "Cancel abilities with ability key", and use instant cast on Tag Along, then go into Sandbox. Set the game speed as low as it will go, then use Tag Along, and you will notice the ability becomes usable for a brief moment before you begin traveling. Pressing the ability button again will cause the ability to end, putting it on a full cooldown. This is possible without the time slow, but the window is very small and it may take a few tries.

Match id: 66406462, @11:55, tag along went on cool down almost immediately.
EDIT: I don't have instant cast on. I'm using the default.

Now that I think about it, I did find that it happened with other cast modes. Just felt more noticeable with instant cast since you typically press the ability button multiple times in panic scenario, while default uses left click to select. Using default cast may actually be a bigger problem than I thought though, as instant cast puts a 0.5 second delay on ability usage to reduce chances of double input, while default cast doesn't have that.

Testing it again today, it feels like something changed. It used to be easy to replicate on low speeds and random on normal speed, but now it feels like it is reversed and it is harder to do on low speeds than on normal speeds. It seems to be letting me cancel during that 0.5 second instant cast delay on normal speed.

It should be noted that this only seems to happen when the "Cancel abilities with ability key" setting is enabled. I would like to see this fixed by a developer, but anybody having problems right now should disable that setting, at least for Rem specifically.
