This might be intentional but I am unsure. Currently when you play Rem, casting his 2 or 3 does not count as "casting an ability" for items like Radian Regen or Spellslinger. Spellslinger is essentially useless as you can never build stacks on him. I think I would expect the initial cast (but not consecutive casts) to proc those items. An example would be if I were to cast my 2 the first person I hop into would count towards radiant regen and give me the heal burst, subsequent jumps I don't expect would count, same for his 3... but I can imagine his 3 being more tricky and just not being counted towards those items. I can post videos if that would be helpful.
