Region keeps swapping

I am EU, set to EU manually and still get matched into RU. This causes MMR to be different as its a different region, there is a language barrier and higher ping. They are also a very toxic community, always shouting at each other, I wish I could understand what they are saying but they sound very angry and keep going for a long time.

Please keep me to EU West.

I also get mostly Russians in my games. Can't communicate and all I hear is blyat.
Tried swapping region to NA with terminal command but it didn't work.

I don't know what your ELO is, but I usually play with Russians and we have great communication in most games. Toxic players are rare, both on the RU region and on the EU. You can mute toxic guys. Europeans can also be toxic, It does not depend on nationality.
For your information, low elo is played by people with low abilities, you should not expect maximum adequate behavior from them.

I hear you brother

We're getting a similar problem here in the OCE -getting put into SEA servers that are laggy and putting us in a disadvantage; also dealing with language barrier issues as a result.

Some of the SEA matches I've been getting thrown into have also been unbalanced - i.e. I feel like the guys on my team are new, and the ones on the other team are better. Even Tracklock.gg has shown some odd balancing as a result, which I suspect is due to differing MMR between regions?

Really annoying. I'd rather stay in my region, even if it means waiting longer for a game...
