Red Dot of Death (Rubber-Banding, Server Desynchronization)

Since Monday October 7th I have been experiencing short bursts ( ranging from about one to 3 seconds) of rubber banding that occur infrequently and unpredictably. on average i would say that there is a burst of rubber banding every 2-3 minutes on average yet still happen at the most inopportune moments. Every time there is a burst of rubber banding there is a red dot on the bottom right corner of the screen beneath the server cpu, fps, ping, etc. The red dot will always be there when there a desynchronization occurs but sometimes the red dot will appear and there is no desynch. I am currently changing isps so i have access to two different modems and routers and as best I understand it these are operated by two different isps. If either isp was to blame then I would be able to fix the problem by switching networks, however this does not solve anything. I average 18-30 ping in most games and my internet is very stable. I do not know what my computer specs are but I do know the game runs at 100-120 fps at full graphical settings so I am positive my computer is capable of running it and it has not had any performance issues until October the 7th. I dont know how to save a video and put it on here but I can put a match Id in the post if you are curious enough to check it out. I know my problem is not unique> I have found multiple other posters with the same problem but valve still hasnt seemed to notice it yet. I really want to get back to playing the game soon. VALVE PLS FIX!!!!

I have added a wired connection to my pc and the problem has gone away for the few games I have played since installing it. I used cat 6a ethernet cable from home depot and it was like 34 bucks or something. I will come back to update this post if something changes but I hope this can help someone even if the advice is anecdotal at best.
