I have posted an ability before https://forums.playdeadlock.com/threads/spiked-carapace-for-raven.50839/ , this thread uses the old idea.
The abilities are not in order, I do not know which part of his kit the devs found problematic, so maybe some of the suggested abilities can be a missing piece of a perfect kit.
1) Iron Curtain 40s cd, 3.5m radius
Gain a buff that lasts 1 + 0.01s. After the buff expires, throw a bomb that deals 50% of damage recieved during the buff and heal for the same amount. Raven cannot die during the buff.
[Basically Nyx Assasin's Spiked Carapace. This ability mechanically is similar to Revelation, so the Revelation can be replaced with Iron Curtain. If the theme of ancient artifacts needs to be preserved, the ability can be renamed to something like "Ancient Artifact". This ability can be charged, however I am not sure if that would be balanced]
T1: Bomb applies -40% Fire Rate for 5s.
T2: +30% to damage reflected
T3: The target takes additional 100% of the damage they did to Raven. [Raven recieved 200 damage from Wraith and 150 damage from Ivy, Raven then throws the bomb at Wraith. The bomb deals (200 * 2 + 150) * 80% = 440 damage. If the bomb lands on Ivy instead (150 *2 + 200) = 400]
2) Sambo (https://en.wikipedia.org/wiki/Sambo_(martial_art)) 50s, 1.8s duration
Charge forward, throw the first enemy you hit behind you [3 meters].
[Abrams charge meets Marci's Dispose. Initiation and isolation tool. You run in, isolate the target, then escape using Umbrella Maneuver. The enemy can Warp Stone out of the throw, or use any other movement ability (Quantum Entanglement etc.)]
T1: -10s CD
T2: +2 meters throw distance
T3: Silence the enemy for 3 seconds
3) Sambo ver 2 50s, 1.8s duration
Active: Charge forward, jump behind the first enemy you collide with. Reduce the enemy turn rate.
Passive: Deal bonus damage with your gun and melee attacks when hitting an enemy in the back.

4) Blindside [Remake of the old ability]
Passive: exactly the same
Active: Throw a dagger that damages and sleeps the target. Sleeping targets wake up shortly after being damaged. The target rotates 360 degrees during sleep.
Duration: 1.5 seconds, 240 degrees/s rotate speed.
Kit suggestions:
1) Blindside + Umbrella Maneuver + Sambo v1 + Revelation
2) Sambo v2 + Umbrella Maneuver + Iron Curtain + Revelation
3) Blindside + Umbrella Maneuver + Sambo v1 + Iron Curtain (as ultimate) my favorite
Playstyle: you rush in with Sambo, Isolate the target with blindside [deal bonus damage if they run away], escape from the enemies with Umbrella Manuever or shift the tides with Iron Curtain.
