Rapid Recharge's 14% CDR on charged abilities doesn't indicate that it works on Graves' 1, despite it working properly

If you hold tab to view the stat changes, the 14% CDR from RR doesn't show Graves' death required going from 100 to 86, but if you hover over Superior cooldown while you have RR in your inventory already, it shows it going from 86 to 69, which implies that the 14% does work, it's just not indicated.
