So the damage part is similar to torment pulse, but instead of dealing the damage every 1.5s and scaling with both Spirit Power and CDR, this item deals a fixed ammount of damage, without any scalings.
The Miss chance starts at 5% at 12m and gets stronger up until 5m, where it is at it`s peak.
Also Miss chance will work for your alies as well, so you can for example get close to Haze, and prevent her from shooting you teammates as much. Basically it is an item for Tanks that is more focused on helping the team survive, rather than deal huge DPS.
