QuickSilverReload not reloading the full clip when imbued ability has low cooldown

To repro:
Grab Mo and Krill
Go to sandbox
Buy QSR and imbue your Scorn
Use Scorn that triggers QSR
Shoot until you have 1 bullet left
Since Scorn's cooldown is shorter than QSR you can Scorn which will trigger QSR (even though QSR is on cooldown)
QSR will not reload the full clip but only part of it. Seems to be related to the amount of cooldown of QSR.

Is this intended? I wasn't expecting QSR to trigger at all. The fact that it partially triggers makes it confusing too.

This is the intended behavior. The cooldown icon is different from other items.
