Step 1: Buy Quicksilver Reload and imbue Kinetic Pulse.
Step 2: Level up Quantum Entanglement to max level ("On reappearing, +120% base ammo").
Step 3: While at full ammo (WITHOUT the Quantum Entanglement ammo buff already active on you), do a Quantum Entanglement and then buffer a Kinetic Pulse out of it (hold Kinetic Pulse while reappearing).
The result I see: Quicksilver Reload procs and goes on cooldown even though your mag was already full, seemingly confused by the ammo change (maybe it thinks I have [oldmagsize] out of [newmagsize] shots remaining?), whereas the new intended behavior is that Quicksilver Reload does not proc if your mag is full.
