Can be imbued on non-charged targeted abilities (alchemical flask or stake, not willpower or flight) and targeted active items (knockdown or guardian ward, not fleetfoot)
Been sitting on this one for a while, trying to get it readable, but I figured I can start getting feedback on it
There's so many possibilities with this, from kelvin's snowballs having amp on allies as well, to having consistent stacks on seven's stun, or haze slowly infecting the entire enemy team with quarry to make her knife insane
