Purging Shot and Blessed bullets (T2 Weapon Active, T4 Weapon upgrade)

Something I noticed that the game lacks is a way to clear enemy buffs. Here's my idea for a couple of items for that.

This gives an early-ish access to clearing enemy buffs. It is an active item with a decently long cooldown So don't expect to be clearing every buff all the time, but it can be useful for clearing things like Infuser or the bonus fire rate from things like Kinetic Dash or Active Reload.

It lists Mystic Shot as a component, but Purging shot is the actual component.

This upgrade changes the effect from Active to Passive and substantially reduces the Cooldown and increases the bonus damage on the effect.

While the effect becomes harder to control due to being passive instead of active, it does free up an active slot and substantially reduces the cooldown which, I think, makes the decision to upgrade it or not very interesting.
 
The thing is, the standard way to deal with enemy buffs is to get the items that specifically counter what makes the opponent so strong.
-If you're dealing with high gun DPS, you get items like Suppressor or Withering Whip.
-If you're dealing with high mobility, you get items like Slowing Hex or Knockdown.
-If you're dealing with high amounts of healing, you get items like Decay or Healbane.

Purging Shot is a jack-of-all-trades, where it removes the effects that are a direct problem to the user instead of forcing the user to buy the specific counter items. It almost seems stronger then the other early counter items, since it could also remove the benefits of Reactive Barrier, Escalating Resistance or Quicksilver Reload. The long cooldown and Active slot help weaken the item a bit, but I'm not sure how balanced it would be.

The biggest problem is in the late game. You wouldn't even need to upgrade to Blessed Bullets, because a T2 item that could get rid of effects like Unstoppable, Frenzied, Colossus or Spiritual Overflow for a full 8 seconds is an extremely strong item.
Spending 6K to free up an active slot also just isn't worth it.

I think I would clarify that Purging shot wouldn't clear any buffs from items that cost 6k or more souls, whereas Blessed bullets could (but still would not clear Unstoppable).

I do agree that it shouldn't clear things like Unstoppable (as that is meant to be a final "i need time" thing) but some things I can see still being cleared.

Also, I originally considered giving it a Mystic Shot component where it loses the passive in favor of the active (then gets a new passive back in the T4 upgrade) but I wasn't sure how that would be taken.
