T3 Armor/Vitality item: Puppetmaster's Shroud

Stats: +1 Sprint Speed, -50 Max HP, +10 Bullet Lifesteal
Active: Cast Puppetmaster's Shroud on a Denizen (Neutral NPC) to possess the NPC. Movement is restricted, and upon pressing (ability cancel) or any ability key, you will jump out of the Denizen dealing 30 spirit damage in a small radius around it.
Cooldown: 30s (starts when the item is done channeling)
Debuff: After 10s, a debuff indicator will be shown on the Denizen and the player will begin to take small amounts of damage.

Haha I love it! so it's a way of sneaking up on people and around the map? What happens if the npc dies do you pop out still with the spirit damage?

Something I should say is that this shouldn't be a tier 3. I didn't notice that at first. And did you mean to say that you lose 50 max hp? Honestly I think this could be a 500 cost item.

I'm down for whatever category or price valve wants to do if they like my item lol
and yeah in my head i'd imagine you're forced to pop out if the npc dies
 
imo this feels way undertuned because of there being any drawbacks built in

my suggestion to add some more power (that nerfs its cooldown) while making it a build path item

Stats: (Monster Rounds Stats), +1 Sprint Speed, +15% Bullet Lifesteal vs NPCs, +10% Bullet Lifesteal
Active: Possess a Trooper or Denizen. Acts as Channeling, the NPC moves at 2x your Sprint Speed. Cancelling destroys the NPC and deals 90 (+1.3xSpirit) Spirit Damage in a small radius around it.
Cast Range: 15m
Channel Duration: 15s
Cooldown: 60s
(starts when the item is done channeling)

this is a good rendition i think

Why does it need to build out of monster rounds? Monster round doesn't even need a buildable.
