Private Bot Match in the wrong region

Bot Match ID: 3442360
(just hopped on to demonstrate which server it picked and typed up the message while i stood still)

I'm trying to launch into a private bot match so that I can test some stuff out and show the game off to a friend of mine, but the server is hosted in Frankfurt (according to Steam) and I have 228 ping (I'm in Argentina, and play my regular matches in the Santiago/SA servers).

What's going on here? Is this expected behaviour? I haven't played many bot matches but feel as though my ping was fine on them previously.

Tried replicating the bug by having a friend who's also in the same region as I am make the queue and launch into a Private Bot Match with me in the party...

what about normal games? Im getting the same thing where my game defaults to europe region when it should be oceanic, and when i force to oce its putting me in sgp games instead of syd
