The extra bullet damage will work like bebop hook 1 AP upgrade, so it multiplies the FULL damage that the bullet would have done(alch fire works this way i think).
The direction change will need a MIN and MAX angle that it can bend the projectile path. Basically make enemies miss their spells(will work for bebop hook) and shots, but in a fun way :). Don`t know how powerfull this will be, might need higher CD.
Also somewhat inspired by paradox wall.

Most Spirit builds like Alchemist Fire because it provides a substantial weapon damage increase if you have little to no bonus weapon items, but a much smaller increase if you are already heavy weapon build. Add to that it's an additional ability that deals and scales with Spirit, gives Spirit, and is all a weapon item and it will basically always have a spot on Spirit builds so long as it remains as it is.

I'm not really sold on this item as a good offensive tool, and I'm also not sure the game has the mechanics built in to deflect bullets currently, given how it detects collection of orbs and whatnot.

As far as i know there are ways to deflect projectiles(if you shoot a hook at kelvins dome it will bounce off), not sure about bullets, but you can always cheat with it by literally destroying the bullet and creating a new one with the exact properties with a slightly different direction.
I goggled the way alch fire works, turns out i had it all wrong. Thanks for correcting me.
The way i imagine the bonus damage from this item working is that it goes on top of all the other modifiers, if you shoot bullets that will deal 100 dmg, they will now deal 115, so it is just a flat +15% dps incease. That means this item IS better with weapon heavy builds.
 
And i also think that i once saw a cheat in deadlock that was literally BENDING the bullets shot by the player mid flight to hit opponents. If cheat coders can do it, so can valve XD. Also bullet bender is an interesting idea for an item, maube even make it build from ricochet(though probably(Definitelly) INSANELY OP)
