Power Sacrifice: silence one of your abilities for a bunch of gun stats

This item lets you silence one of your abilities, and in return you gain a scaling amount of HP and weapon damage. If the silenced ability is your ultimate, you get extra firerate and movespeed. Bad on a lot of characters, good on some, maybe overpowered on a couple (mirage )

numbers obviously are up to discussion, the main idea is to get rid of an ability (or simply just your ultimate) to buff the rest of your kit. I think ultimate abilities are oppressive enough (even when not being actively used, just because they often can sway fights in one way or another - be it by stopping other ultimates or dealing massive damage), that the item could lead to some very interesting interactions.

The only character who might benefit a bit too much from this item is Infernus, considering his ultimate isn't that good and his base kit is extremely powerful.
