I haven't found anything in the patch notes and after testing it seems Ivy carrying Haze during bullet dance, slows ivy's flight speed to that of carrying someone with Urn
Testing other heroes this doesn't affect anyone else so unless it is intended and left out of patch notes it seems like a bug.
