Possible Double Barrel shotgun solution: an Ammo Reset mechanic

Basically, similar to Ammo Scavenger, where every time you kill an enemy target, such as a minion, jungle creep or enemy hero, it fully reloads both of your shells, making you a lot more consistent to clear things and in-lane as well around the Soul mechanic.

This could be utilized via a passive ability upon gaining it, likely at the start of the game where you are at the laning phase in order to function with soul confirms.
 
Perhaps in upgrading the passive ability, you could have it so that every hero kill increases your clip size by 1 for a duration per kill during a fight, going up to 8 shells upon killing the enemy team, until the duration ends.

That's more of a leftover idea I had around it, alongside having Ammo stat increases the spread of your shots, since the main idea I have is the Ammo reset one.
