Pocket's Enchanter's Satchel damage not triggering when using Flying Cloak teleport

The damage from Pocket's Enchanter's Satchel is supposed to be triggered when taking any action as indicated by the tooltip, but when taking a pre-cast flying cloak teleport while in the satchel, the damage does not go off. Easily testable in sandbox mode.
