I'm assuming the target-looking icon with a number and "m" listed is for skill range, and the blue circles in sandbox mode are range circles in meters.
If this is all accurate, then both Barrage and Flying Cloak seem to have incorrect ranges listed. Both Barrage and Flying Cloak seem to have no distance limit. Barrage travels until it hits a wall/unit, and Flying Cloak travels until it times out.
