Barrage splash damage semi-frequently misses a target it shouldn't when hitting next to them on flat ground.
I've felt like this has been happening against enemy heros the whole time, but lately I've had it happen on small camps a few times, confirming my suspicions.

Used Barrage to clear a small camp, all fired into the middle in close to the same spot, but one of the projectiles splash fails to hit two of the creeps and they survive. The third is hit like normal and killed by the full barrage as expected.
