As the title implies, using phantom strike with limited LOS (meaning that you have LOS with the target but there are objects that partially obstruct the view) causes the dash to end prematurely - thus positioning you incorrectly. When this bug occurs, the items correctly applies disarm on the target and seems to damage the target correctly (lest that 152 damage was a Torment Pulse proc)

The chain of events is a bit convoluted between Kelvin's ice path and Seven's stun but, slowing it down, the dash from phantom strike ends before the two ice path tiles appear, which subsequently happens before the seven stun procs so i am quite confident that the latter is irrelevant.
