Phantom Strike teleport gets cancelled from casting Singularity too fast

Using Phantom Strike then immediately Singularity cancels the teleport but refunds the item cooldown, black hole still goes off. I've had this happen before but chalked it up to a lag spike at the time. Not sure if this is a bug or intended behaviour from the delay after casting Phantom Strike.
 
Rollback code, it fucks over many plays. You basically have to wait an entire second after any big move just to be sure you actually did the thing you were trying to do. It's very notable on lash who will just fail to pull green circles, and Sinclair, who will steal the nothing multiple times if the enemy is just every so slightly out of range.
 
Played around with it more and it seems its just a weird interaction with Singularity being castable during Phantom Strike and it kinda locking you down in place when you use it. Kelvin can also do something similar and leave his ice dome behind.
